Brown the beef with diced onion, celery and green pepper, then continue to cook until the onions are translucent.
Add the tomatoes, beans, and spices. Bring to a boil then reduce to simmer on low for 1 hour, stirring occasionally.
Stir the vinegar in right before serving, then add salt and pepper to taste.
Top with shredded cheddar cheese and diced raw onions. Enjoy!
